- Specialized in the implementation and management of all financial, administrative and technical affairs and the development and implementation of the organizational structures of the Federation and all its sectors and centers.
- Preparing and implementing all plans, policies and general objectives and implementing them and implementing the decisions and recommendations of the Board of Directors and the General Assembly of the Federation and all its sectors and centers.
- Preparing the draft agenda of the meetings of the General Assembly and the Board of Directors and communicating invitations to members on the dates and headquarters of their meetings.

- Preparing draft financial, administrative and technical regulations, the electoral regulations of the Federation Council and the appointments of all its sectors and centers.

- Proposing joint Arab and international projects, preparing studies, concluding contracts and implementing them, and preparing feasibility studies in the field of work and competence of the Federation and all its sectors.
